What this value means
THREE NUMBERS, NOT ONE — Israel's statutory interest is a quarterly package, all fixed together under the Adjudication of Interest and Linkage Law 5721-1961 and published by the Accountant General of the Ministry of Finance. For the quarter beginning 1 JULY 2026: shekel (unlinked) interest 5.74% per annum — the headline served here, used when the award is not CPI-linked; CPI-linked interest 4.14% per annum, used together with linkage differentials when the sum is linked to the Consumer Price Index; and arrears fees (דמי פיגורים) 4.87% per annum for late payment. HOW THEY RUN: shekel or linked interest accrues DAILY on the updated principal at the annual rate divided by 365 and is joined to the principal (s. 4a). Arrears fees are different in kind — under s. 5a they are added only every three complete months, starting three months after the due date, are NOT added to the principal and therefore do not compound, and a period shorter than three months attracts nothing. So a debt more than three months overdue effectively carries both, but only the shekel-interest element compounds. ONE RATE FOR CIVIL AND COMMERCIAL: the Law applies to any money sum awarded by a judicial authority — court, tribunal or registrar — with no separate merchant rate. The court retains discretion under s. 2 to award linked rather than shekel interest, to award a higher or lower rate where the circumstances justify it, and under s. 5a(d) to direct that no arrears fees be added. THE MECHANISM CHANGED ON 1 JANUARY 2025: Amendment No. 9 (published in Reshumot 19 November 2023) replaced the old single compounding 'ריבית פיגורים' with this split of daily base interest plus non-compounding quarterly arrears fees, expressly to slow debt inflation in enforcement files. Any calculation, calculator or commentary using the pre-2025 arrears-interest method overstates the debt; the old 'ריבית פיגורים צמודה' series is marked not in force from 1 January 2025. UNPAID INVOICES: the Payment Ethics for Suppliers Law 5777-2017 separately fixes payment deadlines for public bodies and for businesses buying goods, services or work, and an invoice unpaid by its due date carries linkage differentials and interest, with arrears interest added once a further 30 days pass. DO NOT CONFUSE WITH THE OTHER ACCOUNTANT-GENERAL RATES published in the same table: 'ריביות חשב כללי' 5%, mortgage arrears interest 11.5% and interest on delayed transfers from the banking system 9.5% are separate instruments and none of them is the statutory rate under this Law.
